This obligation is regulated by law to protect workers from risks such as workplace accidents, death, and retirement. However, many companies still fail to fulfill this obligation. Such non-compliance can lead to legal consequences, including administrative and criminal sanctions. On the other hand, workers become vulnerable to various risks without social security protection. This article examines the legal aspects governing company obligations, implications for workers, and potential sanctions faced. This study aims to provide a deeper understanding of the importance of compliance with BPJS Ketenagakerjaan registration. A normative legal research method was used. The criminal provisions of the BPJS Law are special criminal laws outside the Penal Code and form part of the penal system. The absence of implementing regulations creates a legal vacuum, preventing BPJS Employment from enforcing the mandated penalties. Criminal sanctions targeting corporations lack technical guidelines. Furthermore, BPJS Employment lacks adequate legal authority to report or investigate violations. Key obstacles include conflicts of interest, sectoral ego, and lengthy bureaucracies. Through a qualitative approach, data were collected using text analysis methods, semi-structured interviews, and focus group discussions involving individuals from various backgrounds. The results of the analysis show that language does not only function as a means of communication, but also as a mirror that reflects the cultural values and social identities of individuals. It was found that language can strengthen collective and individual identities, and plays an important role in the process of cultural exchange. However, the use of language can also create challenges related to stereotypes and social hierarchies. This period is very crucial in the formation of character, personality, and intellectual abilities of children. Early childhood education can be understood as a learning process that focuses on developing potential including cognitive, emotional, social, physical-motor, language, and moral aspects. The center learning model is an educational approach specifically aimed at early childhood, with an emphasis on development through play activities. This approach combines two main elements, namely circle time and play centers. This research method uses a qualitative descriptive approach. Data collection is carried out through observation, interviews, documentation, and field notes.
