      <abstract>
        <p>This study analyzed the performance of the Seuseupan Irrigation Area in Cirebon Regency using the E-PAKSI application. The research employed a descriptive-qualitative method with both primary and secondary data collection. The results revealed a combined main and tertiary irrigation system performance index of 57.62%, which falls into the underperformance category. Water discharge analysis indicated sufficient supply for the rice-rice cropping pattern across the 1,347-hectare service area. However, institutional aspects and personnel were found to be non-compliant with regulations. Furthermore, there was a significant increase in maintenance costs (AKNOP), rising from Rp2.31 billion in 2022 to Rp22.33 billion in 2024. This highlights the critical need for serious attention to the management of irrigation assets and infrastructure in the region.</p>

  <title>INTRODUCTION</title>
  <disp-quote>
    <p>Indonesia is a tropical country that experiences two seasons,
    namely the rainy and dry seasons. This seasonal difference causes
    the availability of water to be uneven throughout the year, so a
    good water management system, such as sediments and irrigation
    networks, is needed to support agricultural needs. Irrigation areas
    are key in maintaining food security, especially in agricultural
    areas such as West Java.</p>
    <p>However, many irrigation networks have decreased in function due
    to damage and lack of maintenance. So far, the evaluation of the
    performance of irrigation areas is done manually and is not
    integrated, resulting in less accurate decision making. To overcome
    this, the Ministry of PUPR developed the E-PAKSI application which
    is to facilitate the number of assets and calculate the performance
    index of irrigation networks in the field.</p>
    <p>Seuseupan irrigation area in Cirebon Regency is one of the
    important agricultural areas with a service area of approximately
    3,897 Hectares which gets water supply from the Cijurei river
    through the Seuseupan Dam. Despite having great potential, the
    effectiveness of irrigation in this area has decreased due to lack
    of maintenance and the absence of data-based performance
    evaluation.</p>
    <p>This research aims to analyze the performance of the Seuseupan
    irrigation area using the E-PAKSI application, as a basis for
    formulating a more effective and sustainable maintenance strategy.
    The results are expected to be a policy recommendation for
    irrigation management that is adaptive to climate change and
    supports agricultural improvement.</p>

<sec>
  <title>LITERATURE REVIEW</title>
  <sec id="irrigation">
    <title>Irrigation</title>
    <disp-quote>
      <p>According to the Minister of Public Works Regulation
      No.12/PRT/M/2015, it is mentioned about the regulation of
      exploitation and maintenance of irrigation networks. The purpose
      is to regulate the management of irrigation networks by the
      central, provincial and district / city governments so that the
      operation and maintenance of irrigation networks can run
      effectively and efficiently in supporting agricultural
      activities,</p>
      <p>Other sources such as the book Irrigation Planning Standards
      Planning Criteria section 1-6 as an irrigation planning guidebook
      and Handout Juklak- Juknis Management of Assets and Performance of
      Irrigation Systems (PAKSI) as a basic guide to complete the
      author's research. as well as other sources such as Civil
      Engineering journals.</p>

  </sec>
  <sec id="e-paksi">
    <title>E-PAKSI</title>
    <disp-quote>
      <p>E-PAKSI is an evaluation method or system used to assess the
      performance of irrigation networks based on various technical and
      non-technical parameters. The goal is to determine the extent to
      which the irrigation system is able to meet irrigation water needs
      efficiently, sustainably, and in accordance with its planning
      design.</p>

  </sec>
  <sec id="irrigation-operation-and-maintenance">
    <title>Irrigation Operation and Maintenance</title>
    <disp-quote>
      <p>According to the Minister of Public Works and Public Housing
      (PUPR) Regulation on Operation and Maintenance of Irrigation
      Networks, especially those related to pond irrigation (Permen PUPR
      No. 16 of 2011 and Permen PUPR No. 21 of 2015), regulates the
      guidelines, implementation, and community participation in
      irrigation network management.</p>
      <p>Main Contents of PUPR Regulations Related to Operation and
      Maintenance of Irrigation Networks:</p>

  </sec>
  <sec id="operation-and-maintenance-guidelines">
    <title>Operation and Maintenance Guidelines:</title>
    <disp-quote>
      <p>This regulation establishes guidelines for the operation and
      maintenance of irrigation networks, including pond irrigation,
      which includes:</p>
    </disp-quote>

      <list-item>
        <p specific-use="wrapper">
          <disp-quote>
            <p><bold>Operation:</bold> Regulation of water irrigation,
            including the opening and closing of building doors,
            preparation of cropping plans, air sharing, and monitoring
            and evaluation.</p>
          </disp-quote>
        </p>
      </list-item>
      <list-item>
        <p specific-use="wrapper">
          <disp-quote>
            <p><bold>Maintenance:</bold> Efforts to maintain and secure
            irrigation networks to function properly, including
            maintenance, repair, prevention, and security.</p>

        </p>

      <list-item>
        <p specific-use="wrapper">
          <disp-quote>
            <p><bold>Community Participation:</bold> Involving farmers
            in the operation and maintenance of irrigation networks,
            usually through the Association of Water User Farmers (P3A),
            P3A Association (GP3A), or P3A Inspection (IP3A).</p>
          </disp-quote>
        </p>

            <p><bold>Monitoring and Evaluation:</bold> supervising and
            assessing the implementation of operation and maintenance to
            ensure its effectiveness.</p>

            <p><bold>Institution and Organization:</bold> regulates the
            organizational and institutional structure responsible for
            operation and maintenance.</p>

            <p><bold>Financing:</bold> regulates the sources of
            financing for operation and maintenance activities, which
            can come from the government, local government, or
            non-governmental organizations.</p>

  <sec id="preparation-of-an-operation-and-maintenance-manual">
    <title>Preparation of an Operation and Maintenance Manual:</title>
    <disp-quote>
      <p>This regulation mandates the preparation of an Operation and
      Maintenance Manual for Pond Irrigation Networks as a reference in
      the implementation of activities.</p>
    </disp-quote>
  </sec>
  <sec id="community-involvement">
    <title>Community Involvement:</title>
    <disp-quote>
      <p>This regulation emphasizes the importance of community
      participation, especially farmers, in irrigation management. The
      community can play an active role in operation and maintenance,
      and report any violations.</p>
    </disp-quote>
  </sec>
  <sec id="irrigation-network-boundary-line">
    <title>Irrigation Network Boundary Line:</title>
    <disp-quote>
      <p>This regulation also regulates the boundary line of the
      irrigation network to maintain the function of the network from
      surrounding activities.</p>

    <title>Authority:</title>
  </sec>
  <sec id="section">
    <title></title>
    <disp-quote>
      <p>This regulation explains the authority of the central
      government, provincial regions, and districts / cities in managing
      irrigation networks based on the size of the irrigation area,</p>

  </sec>
  <sec id="air-supply">
    <title>Air Supply:</title>
    <disp-quote>
      <p>This regulation regulates the use of air for various needs,
      including basic daily needs and smallholder agriculture, with
      certain provisions.</p>

  <title>METHODOLOGY</title>
  <disp-quote>
    <p>This research uses descriptive-inductive qualitative methods, in
    solving problems, this research seeks to describe the performance of
    the irrigation system in depth and explain the relationship between
    the various aspects studied based on the data, as for the steps of
    the method used:</p>

      Especially regarding surface irrigation, the irrigation system
      performance</p>
      <p>assessment activities refer to Permen PUPR No. 12/PRT/M/2015
      concerning Exploitation and Maintenance of Irrigation Networks.
      The purpose of the irrigation system performance assessment
      activities is as a reference for the Central Government,
      Provincial Government, Regency / City Government in carrying out
      irrigation system performance assessment activities. As for tidal
      swamp and lebak irrigation, it can refer to Permen PUPR No.
      11/PRT/M/2015 and Permen PUPR No. 16/PRT/M/2015 or other related
      regulations.</p>
      <p>Furthermore, the purpose of the irrigation system performance
      assessment activities based on Permen PUPR No. 12 / PRT / 2015 is
      to determine the condition of irrigation system performance which
      includes i) physical infrastructure, ii) crop productivity, iii)
      supporting facilities, iv) personnel organization, v)
      documentation, and vi) P3A institutional conditions. Related to
      IKSI can be seen in the Technical Guidelines on IKSI.</p>

    <title>AKNOP (Real Needs of Operation and Maintenance)</title>
    <disp-quote>
      <p>The Real Cost of Operation and Maintenance (AKNOP) is an
      estimate of the real costs required to support the operation and
      maintenance of irrigation networks, based on the results of the
      inventory of damage to facilities and infrastructure in the field
      and determined through deliberation (KEPMEN KIMPRASWIL No.
      529/KPTS/M/2001).</p>
      <p>Irrigation operations include water distribution arrangements,
      preparation of cropping plans, group system, water distribution,
      as well as building calibration and data evaluation. While
      maintenance aims to maintain the function of the irrigation
      network to remain optimal and sustainable.</p>
      <p>The preparation of AKNOP is the basis for an effective and
      efficient OP (Operation and Maintenance) budgeting system, as
      stipulated in Permen PU No. 32/PRT/M/2007. Every proposal for OP
      financing must be based on AKNOP, which is prepared through a
      direct survey to the field by recording the physical condition of
      the network in detail. Factors taken into account include the
      condition of buildings and channels (good, lightly damaged,
      moderately damaged), channel length, number of personnel, and
      equipment required.</p>

  <title>RESEARCH RESULT</title>

    <title>General Description</title>

      <p>Seuseupan irrigation area has a functional area of 3,897 Ha and
      has a jurey main channel and several sub-ducts that irrigate

      <p>From the results of the analysis of discharge and cropping
      patterns, it can be concluded that the mainstay discharge is
      greater than the discharge needs and the cropping pattern used is
      rice-paddy-crops with a total area planted around 1,347 Ha. Thus
      the need for water for cropping patterns in the Seuseupan Dam
      Irrigation Area is sufficient.</p>

  <title>CONCLUSION AND RECOMMENDATION</title>
  <disp-quote>
    <p>Based on data processing and field results using E-PAKSI, the
    condition of irrigation assets in D.I Seuseupan Cirebon Regency is
    stated in the 55-69% weight, which is less performance and needs
    attention. In some aspects such as the main building, the average
    inspection road is in good to moderately damaged condition. However,
    the tertiary and secondary channels are severely damaged. The
    results of the irrigation network performance index assessment at
    D.I Seuseupan Cirebon Regency using E-PAKSI amounted to 57.62%,
    indicating that</p>
    <p>D.I Seusepan DI Cirebon Regency needs maintenance and
    rehabilitation, because it is included in the category of Less
    Performance Needs Attention.</p>
    <p>The estimated cost required for rehabilitation or maintenance is
    the largest in 2024, which is at Rp. 22,331,358,004 there is an
    increase in maintenance costs, in 2022 it was at Rp. 2,314,984,260
    and 2023 was at Rp. 5,877,338,000, the price jumped in 2024 in
    addition to the increasing volume of damage due also to a fairly
    high AHSP increase.</p>

  <title>ADVANCED RESEARCH</title>

    irrigation areas in West Java, leaving key areas for future

      develop a predictive model for future maintenance needs. This
      analysis should involve integrating E-PAKSI performance data with
      geospatial data (e.g., satellite imagery, topographic maps,

      identify the most vulnerable areas and prioritize budget
      allocation proactively.</p>
