The research aims to analyze service performance, identify service obstacles, and propose solutions to enhance PCC issuance at the South Kalimantan Regional Police. The study employs descriptive field research, aiming to provide a comprehensive picture of social settings and empirical legal approaches by directly observing legal practices. Findings show that efforts to provide accountable PCC services include clear information on requirements, equal service regardless of social status, timely issuance, transparent administrative fees, and cooperation with Banjarmasin courts. Challenges include elderly applicants struggling with form completion and lengthy processing times due to favoritism within the police system. This study conducted in Takeo Province assessed the progress of 145 contract farmers participating in iDE's Lors Thmey Program. Results indicate that farmers, motivated by peer success, have adopted modern agricultural practices, including multiple planting, deep plowing, and lime application. Cucumber is a popular crop, though diseases and pests remain significant obstacles. Farmers primarily rely on technical assistance for waste management and utilize soluble fertilizers with drip irrigation. Seaweed cultivation has emerged as a particularly profitable venture, contributing to increased household income and reduced migration. However, rising agricultural debt, limited land, capital constraints, and adverse weather conditions pose challenges. A descriptive quantitative approach was employed, utilizing secondary data obtained from UPPD. The analysis reveals that the implementation of tax relaxation has had a positive impact on the realization of PKB and BBNKB. However, the achievement of revenue targets remains suboptimal due to several structural challenges, including overly ambitious target setting and limited outreach and public communication regarding the policy.
